When you take a texi as foreign tourists,
texi driver may overcharge on you.
In this case,
you have to use credit card.
(All Korean texi are under card system)
(If texi driver refuses to take your card, you don't have to pay for it.)
(Take a picture of car number or driver licence)
(and then Call the police)
Once you use card,
police or bank teller can track the texi driver you took.
Don't worry.
